Jhingan has served as an Economic Officer/Investigator, Directorate of Labour Bureau, Government of India, for about 38 years, and contributed immensely in the field of welfare and social activities pertaining to Labourers, workers, common masses etc. and implementation of various welfare projects by lesioning with the respective State Governments and Union Territories.
He has been credited with conception, formation and implementation of Government Schemes/Projects of Ministry of Science and Technology, GOI, Ministry of Environment and Forests GOI, Ministry of HRD, GOI and Ministry of Social Welfare GOI.

A dedicated social leader, environmental advocate, and youth motivator who has spent over eight years creating sustainable and inclusive impact across North India. She has worked extensively in environmental conservation, women’s empowerment, cultural revival, and youth leadership, reaching thousands across Chandigarh, Punjab, Haryana, Himachal Pradesh, and Uttarakhand.
Aarti has led significant initiatives including plantation drives, plastic waste management workshops, blood donation camps, and multiple self-defence training programs for girls and women in collaboration with SWAYAM — the Women and Child Support Unit of Chandigarh Police. Her literacy campaign ‘Mera Hastakshar Meri Pehchaan’ empowered more than 200 women with signature literacy. She has also championed cultural heritage through projects like the restoration of Bachhretu Fort, ‘Ek Tilak Ahilya ke Naam’, and ‘Yoga in Saree’. She organized the successful Vrindavan Yuva Utsav in 2024 and 2025, promoting spiritual and cultural engagement among youth.
Her achievements include the National Youth Excellence Award 2025, Pride of Young Hindustan Award 2025, State Champion of Change Award, State NSS Award 2023–24, State Award by Municipal Corporation Chandigarh, Roll of Honour (Panjab University), Gold Medal (Panjab University), and an international World Record of Excellence (England). She also notably served as an Ambassador of UGC under NEP-SAARTHI and as the First elected Woman President of Panjab University, Chandigarh (DES-MDRC).
